Start from the Rata Novus Promenade Waypoint and head east towards the ledge - there, angle your character westwards and glide towards the Mastery Point; it is located on some floating cubes beneath the Rata Novus Promenade. Alternatively, use your Skyscale instead of gliding to gain access to this Mastery Insight.
