Do these appear only for accounts with Black Lion Garden Plot Deeds? I have the garden plot from Gourmet Training, but have not been able to find it. - Ojimaru (talk) 14:36, 31 August 2019 (UTC)

Seems so. Judging from the screenshot, it's located next to the Feline Dispersing Resonator, which is right in front of you when you enter the instance. I don't have the BL Deed either, and I don't see a Launchpad there. (Or anywhere, that I could find). —Idris 14:57, 31 August 2019 (UTC)
