Pact Commander Reconnaissance Log is a book that can be found next to the Awakened Merchant at the Astral Ward Barracks in the Wizard's Tower, in the alcove left of the stairs on the ground floor.

1330 AE: Initial dispatch to Amnoon. Word quickly spread that the Pact commander was approaching Elona via airship. Logical, docking near the last semi-free commerce hub in the area. May this deployment not last long—the ward only supplied me with so many of these Joko statues to sell.
UPDATE: Contact established with target. Seemed very uninterested in my wares, but seems eager to continue their journey into the desert. Will keep an eye out and report back if anything goes against our expectations.
UPDATE: Target has taken down the rogue god Balthazar. Worth continued observation as this event feels like an escalation to future conflicts. Requesting extended deployment to continue mission.
1331 AE: Target spotted in Domain of Kourna. Presumed quarry is Palawa Joko. Not sure how I should feel about this, but Isgarren's protection spell will protect me from anything that getting closer to the lich may throw at me.
1332 AE: Target last reported to be on an island deep in the middle of the Sea of Sorrows. Maintaining contact with proxies on the ground in an area people are calling "Dragonfall."
UPDATE: After the destruction of Kralkatorrik, I have received word that the target has been invited to a party in the far north, in the charr Blood Legion homelands. Requesting permission to travel for closer observation.
UPDATE: Contact established with target. Similar behavior: no signs of being interested in my wares, but I don't think they suspect anything. Proceeding as assigned.
1333 AE: Updating after a longer break in established contact. Target's participation in the charr civil war and the subsequent mutual destruction of both Primordus and Jormag has lead the target to a bit of a respite.
1335 AE: I've received word that the target was seen in...Cantha? That can't be right. Requesting permission for redeployment.
UPDATE: Getting to Cantha has been a massive pain, even for me. It's like they've never seen an Awakened before. Managed to sneak in through an opened asura gate from Lion's Arch and am now waiting for contact with target inside Arborstone.
UPDATE: Contact established with target in Arborstone. Target appears to be assisting Canthans in defeating a new threat called the Void. Sending along word of this threat as one for the ward to monitor.
UPDATE: EMERGENCY: The Void situation has become dire in Cantha. I am initiating an emergency evacuation back to Lion's Arch and will be returning to the Wizard's Tower until this all blows over.
UPDATE: I've received word that the Void crisis in Cantha has finally receded. The world was on the brink, and the ward was ready to act, but the efforts of the target and their companions seem to have saved the day...for now. Will report back when I hear of any movement from the target. For now, I declare the mission to be complete.
1336 AE: EMERGENCY: I am reopening this mission. The Wizard's Tower is being evacuated due to Kryptis threat. The tower itself has moved from its position near Garenhoff. It's only a matter of time before the target becomes involved now. I will be taking temporary shelter back in Lion's Arch for now to give those who can't fit in there the space they need. Bringing this log with me.
UPDATE: I've received word that the target is now in Skywatch Archipelago, as expected. Monitoring the situation from Lion's Arch for now.
UPDATE: The Wizard's Tower defenses are stable and the ward is being allowed to return—and the target, newly designated as the wayfinder, is there, too. I'm going to head there tomorrow. I suspect it won't take long for the target to make contact with me once more. After all these years, it may finally be time to tell them what's been going on an drop the charade. It's the least I can do if they're going to save us. I'm going to prepare for how this conversation may go in my head. This will be my last update unless necessary. For now: mission complete.
