Buying the first tier of an item unlocks the ability to purchase the second, and so on. Agony Impedance 1 requires a personal fractal level of 100 to purchase. Mist Attunement 1 is not purchasable until Fractal Empowerment 2, Karmic Retribution 2, and Agony Impedance 2 are all purchased.
