"In 2021, he returned to ArenaNet to write music for the End of Dragons expansion as the lead composer." This makes it sound like he returned to Anet as an employee, but the referenced tweets don't say anything like that. I'm fairly certain he was just working as a freelancer on EoD, and did/does the same for SotO and JW.
