Recordkeeper Toom can be found in Arborstone in the Hall of Remembrance. He maintains the records for Kestrels.

- You're the commander? You've created a lot of work for me. I maintain our records, and you've generated quite a few new entries... Feel free to ask me any questions you have about our order.
- How did the Kestrels start?
- When the tengu were pushed out of Shing Jea, a group came together to create a network to escort others to Echovald, and then to teach them how to live there undetected by the Ministry of Purity.
- And once the Ministry fell?
- The Kestrels stuck around as a peacekeeping group here in Echovald. Bringing us to today!

- How did you come to have a base in Arborstone?
- When we first arrived, it was a ruin. Because of that, it was ignored, but still able to provide basic shelter. Once the Ministry fell, Kestrels remained here and took on the job of rebuilding it.

- How did you become associated with Kuunavang?
- She came to us many years ago, before the rest of Cantha knew we were here. She helped obscure our presence from the Ministry of Purity.

- After the Ministry fell, she hid our role in the restoration of Arborstone, pretending we were simply tengu workers helping to preserve history.

- Can you tell me about any significant Kestrels?
- Xiri Longfeather is considered to be our founder, though he swore until his final days that it was a group effort. It was his idea, though, and his motivation that encouraged others through dark days.
- A great leader, it seems.

- I noticed there are humans in the Kestrels?
- Ah yes. Once the Ministry of Purity fell, our function began to change... Not to say that the tengu of Echovald immediately came out of hiding. We didn't know if we could trust the new powers, but...
- Go on.
- Eventually, we did reveal ourselves, and when that happened, the Kestrels carried on, seeing it as our duty to continue to protecting the forest, even without so specific threat.
- And then?
- After a while, it seemed to make sense to include more of the peoples who lived here. Some tengu resisted the change, but eventually, it became accepted practice to train humans in our ways.
- That makes sense.
