Minister Nguyen is a Guild Hall Explorer offering an expedition into the Isle of Reflection to claim a guild hall. He is a member of the Ministry of Urban Planning.

- Ah, directions, of course! You're familiar with the monastery? Begin there, then travel eastward. As you make your way toward the Eastern Wilds, you'll come across a quaint fishing hamlet. Simply ask for the boat to the Isle of Reflection. Easy as that. Bian will be waiting for you once you arrive.

- The first upgrade a proprietor offers is a building upgrade. Purchasing that upgrade will start the building process and unlock other upgrades from that proprietor.
