Minister Doh Taelin
Minister Doh Taelin was a researcher turned minister from the Ministry of Archives during the reign of Emperor Bitgaram and his successor Empress Haebaragi. He helped building New Kaineng City after the Zhaitan Disaster and he is the auteur of seven of the eight New Kaineng Zoning Records found throughout New Kaineng City.

Doh Taelin's home was in Nahpui Quarter, which was destroyed in the Zhaitan Disaster. [1] Doh Taelin is part of the rebuilding of Kaineng City, in the swamp south of Old Kaineng City,[2] first as a researcher, but he becomes the minister in 1729 CC (1219 AE).[3]
Doh Taelin gets in conflict with Minister Jimin over the original inhabitants of the swamp. He doesn't think it is worth displacing species from their homes in order obtain the ideal land for the ministries headquarters. This opinion is shared by Princess Haebaragi.[4]
The edge of the new city is reached in 1747 CC (1237 AE) stopping at Echovald Forest.[5]
