An Empty Vial can be filled with the water from Oasis Waterfalls in Uplands Oasis and used to craft a Package of Oasis Soaked Plant Food.
Acquisition[edit]
- In Dry Top, talk to
Gleam the Zephyrite merchant located in 
Restoration Refuge — and select the dialogue option 
"Do you have anything that holds magic water?"
