At least some Champion level loot boxes from PvP Reward Tracks or WvW Reward Tracks and from Heart of Thorns metas can drop Champion Marks, but only when opened in a map included in the special event.
Opening such a loot box can trigger Daily Champion Rush based on your location when it is opened.

Between September 9th, 2019 and November 14, 2019, a Champion Mark was replaced by an Pile of Junk (Champion Mark) each time upon entering any map.
