It has no stats, similar to a weapon used during the tutorial mission. Also, as the Zodiac Axe Skin was the only skin not included in the Black Lion Chest during Wintersday 2016, coupled with this weapon's lack of stats, make it likely that this was never meant to be included as a drop.
