The following is an (incomplete, most likely) list of traits that downscale separately to gear and consumables:

•  Stalwart Defender (tooltip doesn't work though)

The following is an (incomplete, most likely) list of traits that downscale with gear and consumables:

•  Arcane Lightning

•  Retributive Armor

•  Ambidexterity
•  Honed Axes

• All conversion traits

The following have bugged and or weird behaviour.

•  Thick Skin (gives 20 not 120)
•  Signet Mastery (downscales twice)

The following are untested

•  Determined Revival
•  Rousing Resilience
