This proposal can be summed up as: admins are individually empowered to do everything necessary to keep the wiki working, while the ArbComm, which is a non-admin committee, can be called to review the admins' actions in case of disagreement. So, while the community gives the admins all tools needed to do their jobs, they have a feedback mechanism to make sure the admins do their job right, and intervene in case they don't.

Sysops:

• Maintenance (delete/protect/etc)
• Ban vandals.

Bureaucrats

• All the above.
• Individually ban trolls/disrupters.
• Watch over RfAs and Reconfirmations, and sysop/desysop new people.

Arbitration Committee

• Non admins.
• 3-5 people, elected once a year, whose duty is to be there when someone disagrees with something the administrators have done, and examine the actions taken by these admins, and in case they find it necessary, put those admins up for immediate reconfirmation (and remove their admin powers via an injuction, if the situation is that serious).
• Additionally, the committee can also be voluntarily used by the community as a mediation structure.
