I have 0 knowledge on how to edit wikis and stuff but this NPC is no longer on [Journeykin Outpost Waypoint], it was recently moved, along with the other 2 NPCs that he talks to, near [Harvest Den Waypoint] waypoint. This is probably undocumented change.
