It is mentioned here: The Forge#Notes. The mastery insight does not belong in this Thunderhead Peaks article nor in The Forge article because the mastery is not located there. It is located in the instance Dragon Response Mission: Thunderhead Peaks, where it is already listed in Dragon Response Mission: Thunderhead Peaks#Locations. Just noticed what appears to be a small snowboarding course with mounts disabled to the east of the Dredgeways on the map.
