It is possible to reach this place with just Raptor with Canyon Jumping and a Springer. There are small openings at the top of tall windows on the north and south sides. Go to the south side, and use the Springer to climb up the tall rock next to the window. Then, with the Raptor, about midway up the rock, make a jump at the window. It has to be precise, but it is possible to make it. Note, you won't be able to exit so you'll have to warp out.
