How much health, related to healing power?

Bugged?

This sigil appears to be bugged. I tested it today 20+ times in Frostgorge Sound (a location where my L80 char gains XP when I kill a foe). I lowered my health first every time, then killed the target. There was no health gain at all, on any of the attempts. Am I reading the purpose of this sigil incorrectly? I found the problem! It turns out it only triggers in situations where you aren't down levelled. I moved to Orr and killed mobs there instead and it works fine. I've tested 10 times with zero healing power, and 10 times with 400 healing power. All 20 tests resulted in a consistent 670 healing per mob.
