This requires further confirmation but I believe any "Bear" species counts for the achievement. I got the item hunting Plated Behemoths near the Kindling Waypoint. (North-west corner of map).

Can confirm, killed all black bears without the item dropping, but it dropped on the first Plated Behemoth next to Kindling Waypoint. --Dark-Star (talk) 00:20, 20 December 2020 (UTC)
