The event does not start at the timestamps mentioned in the article. Tends to start a few minutes after but in some cases the delay is major. Event didn't start at xx:35 like the article says, is now xx:54 and event still hasn't spawned.
EDIT: event spawned at xx:09 and succeeded, but I wasn't given credit for the Sunrise I collection achievement.
