What triggers her to appear?

When I arrived at her location she was not there. I did the nearby heart; then escorted the Royal messenger but she still was missing. Finally I did the event: Cure the Vanguard army by stealing antidotes from the Renegades and she appeared. Could use confirmation.

The French wiki states that she doesn't sell stuff during the Cure the Vanguard + Kill the giant wasps events. ~Sime 16:43, 6 May 2022 (UTC)
