The torment applied appears to be 2 stacks for 6 seconds and the burning applied appears to be 1 stack for 4 seconds. Tested in WvW.
Requires Secrets of the Obscure[edit]
The relic is not visible at the WvW vendor if you don't have Secrets of the Obscure
internal cooldown?[edit]
Anyone know if it has one?
