I'm not sure what I'm missing here but I can't seem to find the recipe at the Heroics Notary in Edge of the Mists or Obsidium Sanctum. I checked my WvW abilities and Provision Master is maxed with 55 spent...perhaps it's no longer available

It's still there (checked Obsidian Sanctum and Armistice Bastion), from the bottom-most of the left-hand tabs - vendor section "End of Dragon Recipes", second last in the bottom of the list.
