I just got 30 Mackerel from a Lost Bait Cage, caught in Seitung Province, from an Offshore fishing spot, at night.

I seem to get the most Lost Bait Cages fishing Ruins of Orr waters, mainly at night. They have ranged from 15-28 Mackerel. --Keen Bean Sidhe (talk)

These are a potential drop from open water too. Edit: Possibly only on maps that drop them from fishing holes as well. Got it from open water in Seitung Province. (The same seems true for a number of other items; such as junk, tonics, partially chewed boxes and watertight bags - all tested in Seitung Province)
