Though the name strikes me as odd too, I confirmed in-game that the item's name is "Concentrating". Sometimes I wonder if Anet outsources some of their work... Sol Solus (talk) 17:18, 25 October 2013 (UTC)

It's not the tonic that is concentrated, it's the character that becomes concentrated (into a miniature Halloween creature) when you use the tonic. Thus, the tonic is concentrating the character who uses it. —Dr Ishmael 18:27, 25 October 2013 (UTC)
