I don't believe this to be needing to be hit by an actual attack. Rather, it is dodging through the smallest of the AoE circles he creates during the encounter (the ones that extend with several in a line).

I agree. I tried doing it today and large AOEs won't count for the item. You need to step into small aoes before the projectile hits and mobs spawn.
