Figured i'd point out that the first waypoint in every starting map is automatically unlocked for new characters anyways; making it unlikely that this item is truly meant to help with unlocking waypoints.

That mentioned; if you're out of charges on this item there are still the waypoints unlocked by default for all characters which you can use to get to the maps this portal note/tome offers to get you to, for only the waypointing fee which should only be a few copper at lower levels.
