Oiche is a sylvari who appears in the Omphalos Chamber. She has specific dialogue coordinating with the race played by the player. It is likely she was set to appear in game, but was ultimately cut from the final product and can only be accessed by clipping through the map, or using a mount.

If sylvari
So, you're still alive, are you? It seems I've lost that bet.
Talk more option tango.png You bet on my life?
On your success. Or, rather your failure. I sincerely didn't expect you to make it back. Color me surprised.
Talk end option tango.png I'm glad I could help you lighten your pouch.
Talk end option tango.png So you have.
