"Doctor" Bluup, also known as Bleep Bluup, is a prisoner in the Peacemakers prison which occupies the lower level of the Peacemakers Headquarters found in the Lower Research Stacks of Rata Sum. He is incarcerated for attempting to fuse several animals into a massive animal cube. The warden, Zikki, believes he is dangerously insane, and is convinced that he created the Ferocious "Bear", of which is actually an norn, and is also locked up in the prison.
