Kill the Svanir, and free the quaggans is a level 80 event that occurs in The Svanir Hive. Six quaggans appear in cages around and inside the building just north of Dragon's Eye View. Each quaggan has a Captive Herder guarding them, and will automatically be freed when that Herder is killed. Simply kill all the Herders to complete the event.
