The Hall of Judgment is located deep within Death's Landing in the Hall of Chains. This ominous building was once the prison of Dhuum, the former God of Death, who has since broken free and turned it into his throne room. Dhuum has redirected the River of Souls to the repurposed Hall of Judgment in order to empower himself with the souls of the Underworld.
