One Golem Control Panel can be found inside the main Rata Novus lab. It powers up PH1NT 1.0 and PH1NT 2.0. Its password "Password" was set by Councillor Phlunt. Cannot be used unless you select the proper dialog when dismissing Phlunt to obtain the password.
