It's an open area for some of the larger experiments, or experiments that require outdoor space or additional security. Councillor Flax has a lab there, as well.

One gate will take you to the Snaff Memorial Lab, Zojja's private lab. Another will take you to Antidawn Anchorage, more city docks. Lastly, you can travel to your own lab.

(If non-asura)

You can travel to Snaff Memorial Lab, private lab of the esteemed Zojja, or Antidawn Anchorage, more city docks. The third will take you to Applied Development Lab, though I doubt you'll find much.
