Covered in Scarabs is an effect applied by Bloated Plague Scarabs[verification requested] during the fight with Palawa Joko in the story instance Be My Guest. Also applied by Plague Scarabs during event Trample scarabs with your mount to contain the outbreak.
This effect applies the 
Panic effect.
