In the Chantry of Secrets, enter the Sanctum of Secrets (the portal to the left when entering the chantry) and head northwest.

The Sanctum of Secrets becomes accessible only after completing the fifth step of the personal story of a character who joined the Order of Whispers.

Betje doesn't have an armor vendor icon on the minimap or world map.
