The Amber Teleporter can be found at the begining of Vasburg Armory mini-dungeon. It becomes active after defeating Lukas Vasburg in combat, and at the end of the minidungeon, leading into the treasury. It requires the Jade Runestone from Veteran Runestone Keymaster.
